Now 28000 taxis , if say 14,000 OMO , meaning at certain time , 14,000 taxis restings .
If taxis only got 20,000 , between 2 shifts , there is always 20,000 on the road .
I prefer 20,000 on the road at all time , then 14,000 at certain time .
That's the balance .
