SINGAPORE: The government has appointed a 13-member
committee to look into the public transport fare adjustment formula
and the framework for fare adjustments.
The committee comprises members from the Public Transport Council,
academia, consumer association, labour movement, as well as the
private and people sectors.
The Fare Review Mechanism Committee is chaired by Mr Richard
Magnus, chairman of the Casino Regulatory Authority and member of
the Public Transport Council.
In its statement, the Transport Ministry outlined the terms of
reference for the committee.
The committee will review the effectiveness of the current fare
adjustment formula and propose improvements.
The revised fare review framework should balance keeping public
transport fares affordable with the long-term viability of the
public transport operators, while encouraging operators to be
efficient and encourage productivity improvement.
The committee will also have to ensure that the views of key
stakeholders are adequately represented.
In a post on the committee's website, Mr Magnus said the committee
will be working towards a revised fare review framework that will
balance keeping public transport fares affordable, especially for
those from low-income households, while ensuring that public
transport operators remain viable as commercial entities.
He added that finding the right balance is not easy, but the
committee is committed to doing the best it can.
MOT said the committee is expected to present its recommendations
to the Transport Minister early next year (2013).
